New Residential Rent Pricing Study Unveiled Implementation Set for 2019 Fiscal Year

The study aims to ensure mutual benefit by guaranteeing fair returns for landlords and affordable rent for tenants according to officials.

A scientific and systematic study aimed at regulating residential rental prices in Addis Ababa has been presented for panel discussion.The comprehensive framework, developed by the Addis Ababa Leadership Academy in collaboration with university scholars, is slated for implementation starting in the 2019 fiscal year.

During the forum, Woyzero Kidist Woldegiorgis, Head of the Addis Ababa City Housing Development and Administration Bureau, emphasized that the city administration is prioritizing efforts to alleviate the cost-of-living burden and curb the illegal, arbitrary practices that have long plagued the city's rental market.


Highlighting the progress made to date, the Bureau Head recalled that the city successfully completed a large-scale landlord-tenant registration in 2016. This initiative marked a significant milestone in housing administration, effectively curtailing previously unchecked and unregulated practices.


The current pricing study, formulated under the authority vested by the governing proclamation, is intended to guide lease renewal processes in a fair, scientific, and rational manner.

Officials noted that the persistent and unjustified escalation of rent prices has severely weakened citizens’ purchasing power, contributing significantly to broader inflationary pressures. Consequently, the study is expected to yield substantial economic, social, and political benefits for the capital.

The proposed system is designed to ensure that landlords earn a fair return on their property in line with current economic realities, while simultaneously enabling tenants to live in stable, predictable environments with rent proportional to their income.This balance is projected to foster a healthier, more predictable market, ultimately stabilizing commercial and economic activity in the city and sparing families from the constant threat of displacement due to arbitrary rent hikes.

Furthermore, the implementation of a transparent, legal framework aims to eliminate the distrust that has historically characterized landlord-tenant relationships. It is specifically designed to mitigate the interference of brokers and illicit intermediaries.


 The Bureau reaffirmed that the pricing study is not arbitrary; rather, it is anchored in a rigorous assessment of the paying capacity of the city’s residents.

The event was attended by senior city administration officials, key stakeholders, landlords, and tenants. To date, the Bureau’s ongoing digital transformation aimed at modernizing landlord-tenant relations and resolving a dispute has successfully integrated nearly 500,000 housing units into its digital system.

Moving forward, the government will conduct an annual market assessment reflecting the city’s realities. Should the data confirm market growth; the government will determine annual percentage increases, to be officially announced every June 30. Authorities further emphasized that since the majority of lease agreements expire after June 30, any rent increases during the active term of a lease contract are strictly prohibited.
